

BACKGROUND:
The Town of Bancroft initiated a Municipal Class Environmental Assessment to assess expansion opportunities of the Hastings Street sanitary sewer. Three specific opportunities have been assessed:
1) extending sanitary service north from the Tim Hortons to Churchill Park, then across the York River to serve undeveloped properties west of the river, 2) extending sanitary service from Churchill Park to the northern boundary of the Bancroft Golf Course, and 3) extending sanitary and water services north of the Bancroft Golf Course to the Town limit and beyond. All three opportunities have been previously identified in the Town’s Economic Development Strategic Plan Making Our Future. The aim of this study is to develop these options to a preliminary design, subject to downstream capacity being available.
In addition, the Town of Bancroft has undertaken an assessment of the existing water distribution system north of the Tim Hortons and east of the York River, to the Town’s north and east boundaries.
THE PROCESS:
The Municipal Class Environmental Assessment process (October 2000, as amended in 2007, 2011 & 2015) is approved under the Ontario Environmental Assessment Act and allows municipalities to follow a Class EA process when undertaking municipal infrastructure projects. The aforementioned project is being carried out as a Schedule A+ undertaking which are pre-approved under the Class EA by the Ministry of the Environment, Conservation, and Parks. The project can be implemented upon public notification of the project.
Subject to comments, the Town of Bancroft intends to complete the study, including a review by Council by mid-year.
